The temperature at Arkansas City Middle School dropped to minus 2 degrees Fahrenheit at 7:43 a.m. today. By 10:30 a.m. it had climbed to 8 degrees.

With the wind chill factor, the temperature later this morning felt like minus 5 to minus 8 degrees, said Robert Frazee, emergency management director for Ark City.

"It's been a long time since it's been that cold," Frazee said.

Like 10 years. According to the National Weather Service in Wichita, the last time the temperature dropped below zero was on Feb. 4, 1996.

The bitter cold weather was accompanied by an inch of snow in Ark City and Winfield, Frazee said. It fell Wednesday afternoon and evening, ending before midnight, he said.

City street crews worked Wednesday night until midnight, and again this morning, sanding streets, Frazee said. The water department reported a few minor water main breaks, which were repaired.

"Udall had the most snow in the county, 4 inches at 9:30 p.m. (Wednesday)," he said. "Atlanta had three inches."

The NWS issued a hazardous weather outlook for today and tonight in central and southeast Kansas. The outlook called for dangerous wind chills between minus 10 and minus 20 degrees in place over the entire area this morning. "If you must venture out, be sure to wear protective clothing and cover exposed skin."

The hazardous weather was expected to end after today.

The NWS forecast for tonight: clear with a low around 6.

Wind chill values between minus 2 and 3. South wind between 5 and 7 mph.

Friday's forecast: Mostly sunny, with a high around 34. Wind chill values between minus 3 and 7. South southwest wind between 6 and 10 mph. Low Friday night near 17.

It will get even warmer over the weekend, according to the NWS. The forecast for Saturday: mostly sunny, with a high near 44. Southwest wind 7 to 14 mph becoming northwest. Low Saturday night around 25. Mostly sunny Sunday, with a high around 46.
